let me first tell you what i first done to the car:
-rebuilt engine head
-changed all belts
- plugs/wires, a basic tune up.
- fuel filter
- new cat

Highly unlikely the new cat is blocked.

Good. Reading it will answer a lot of your questions.

i tried reving again on neutral and it hit 6.5 rpm(not going to try that again) so i guess its not a stuck weight, just my car with a lack of power!

On the contrary, if you can rev it in N and not under load it actually supports the lack of advance theory. Not a good idea to dismiss possible causes unless you have a full understanding of how they work and/or they are accurately tested. Faulty weights or springs may cause no or little advance, or be locked at maximum. Then the initial advance is set at idle but will not increase at higher RPM, causing incomplete combustion (high CO) resulting in poor mileage and low power. Haynes ignition section will explain the operation and advance test according to the graphs.

now if i purchase a CIS test kit, how would i test it and what will it tell me what wrong, vacuum leaks, fuel injectors?

All this info is in the book. Would suggest just getting a comp gauge and timing light first.
