Just replaced the rack and it worked fine for like 6 weeks or so. Now it only works sometimes... It works best if steering to the left, to the right just sometimes. First, I thought maybe still air pockets left somewhere so I worked the steering wheel left and right and left and right for like 5 minutes. Now I have rubber marks on the driveway but still a funny steering behaviour. There must be a valve that directs the fluid flow based on the steering wheel command to steer left or right. If so, where is it located and can I fix it without taking the rack out? I've purchased the rack 8/2008 and had it sitting still wrapped up in the basement for the past 5 years - that should not have hurt it...

Try greasing the U-joints on the shaft. It's a long shot, but when they dry out it feels like you don't have power steering at all, even though everything is working fine.

When you turn the wheel, there is a valve of sorts in the tower that the knuckle connects to. If the holes are clogged then you will have what you are experiencing... taking the tower apart is not something you should do unless you know what you're doing, as there are a lot of parts, and they can easily get lost or damaged. I'm also not sure if these holes can be just be unclogged... you'll have to ask someone who works on PS racks.
