power problem?

I used to be able to turn the key, lights, radio, blinkers and blower all would work. Now only the clock and the flashers work, nothing else. The car is not running, but even when you turn the key too far, the engine doesn't even bump. New starter is in. Battery new and charged, checked that. Could it be the ignition switch?
