I understand the +/- thing but in the last line below (Tie rod to steering knuckle) whats going on there? Doesn't compute.

Start at 30, check hole for cotter pin. Tighten further to line up hole, but don't exceed 50.

I concur with Rasta. Its probably a wide range so that you can line up the castellated nut with the cotter pin hole. It would suck if you hit 30 and the hole was blocked and you couldn't go any further without risk of breaking the bolt.
