Thermostat O-ring Question

I have a 1980 924 turbo and am in the process of replacing the thermostat. The previous therrmostat had a rubber seal connected to the thermostat. I purchased one with a seperate O ring. My question is: Is the O ring placed on the top of the thermostat toward the outlet or does the O ring fit below toward the therrmostat housing? I reviewed the diagram and it shows it on top but it does not fit right.
