On the sticker in the engine compartment my 79 NA says 2 passengers. There are no seatbelts in the rear. I have seen others with belts. Are belts an option in the rear?

I'm curious as well. My '79 didn't even have holes in the rear seat pads on its original interior. But the replacement interior (also from a 79) does.

I had a real a**hole fail mine on inspection because of it.. ever since I just fold down the rear seat and as far as they can tell, it's a 2-seater

My 77' has rear belts on one side and they look like DIY.

Also my '85 has two, and they look pretty factory to me.

From looking at a couple online brochures, they were standard equipment in 1982. Before that I don't know. My 78 doesn't have them and haven't looked to see if there are mounting points in the body for them.
